Groningen sets down climate adaptation implementation agenda to tackle urgent situations


The municipality of Groningen aims to be climate-proof by 2050. To achieve this, the municipality has translated its adaptation strategy into an implementation agenda. This page sets out what this implementation agenda entails.

How has the implementation agenda been established?

The implementation agenda has been drawn up on the basis of the adaptation strategy of the municipality of Groningen. The implementation agenda focuses mainly on the situations qualified as “Urgent” according to the adaptation strategy.

What does the implementation agenda involve?

The implementation agenda specifies the actions and measures that the municipality of Groningen will be taking in the next four years. For each action and measure, the municipality has indicated the role it will be playing in the efforts. Five roles are distinguished:

  1. Promotion: the municipality will be raising awareness through communication;
  2. Collaboration: the municipality will actively enter into a dialogue with other parties;
  3. Facilitation: the municipality will be supporting societal initiatives, e.g., through grants;
  4. Direction: the municipality will either be taking public space measures or commission further research;
  5. Regulation: the municipality will set down frameworks in its Environmental Vision, or will enforce measures through, e.g., decrees.

Examples of actions and measures

Under its implementation agenda, the municipality is taking action at several levels: from raising awareness among residents and entrepreneurs, and enhancing collaboration with several institutions, to implementing adaptation measures in public space. Some examples from the implementation agenda:

  • Drawing up guidelines for public space: the municipality is working on guidelines and regulations for the design of public space. The municipality will assume a directive and regulatory role in this respect;
  • Raising awareness: the municipality aims to involve its entrepreneurs and residents, e.g., through the Steenbreek de-paving campaign and by supporting green initiatives. This will involve a facilitating role for the municipality;
  • Seeking collaboration: the municipality will also actively seek collaboration with parties that can foster climate adaptation goals and other municipal goals. One example is the Groningen Green ten-step plan. Under this plan, the municipality is joining forces with several nature and landscape organisations to address climate, biodiversity, and landscape issues;
  • Exploring heat plan: the municipality is exploring the options for drawing up a local heat plan. With such a plan, it primarily aims to enhance collaboration with such parties as the community health service and the Red Cross. Combating loneliness is a key feature of this plan;
  • Resolving bottlenecks: the municipality is also working on the resolution of public space bottlenecks in the fields of heat, drought, and waterlogging. Some of these bottlenecks will be tackled in sector-specific plans, such as the water and sewer plan, and the greenery implementation plan.
